Street Sweeping Schedule and Parking Limitations

The City of Fort Pierre requests that all residents and businesses voluntarily remove all vehicles, boats, and recreational vehicles from the city streets during the next two weeks. After this period, no vehicle, boat, camper, or recreational vehicle shall park on a public roadway from 8:00 a.m. to 5:00 p.m., Monday through Friday, May 1 to November 1 when that roadway is scheduled to be swept pursuant to the sweeping schedule as approved by the City Council. The schedule is posted at the City office and displayed at www.fortpierre.com under streets and utilities. Extension Letter Will No Longer Be Accepted

REMOVAL EFFORTS

The City of Fort Pierre will start snow removal efforts effective March 31, 2009 at 5:00 a.m. To assist with the city’s efforts, residents are asked to remove all vehicles and trailers from all streets so that the equipment can reach all areas. This includes both emergency and non-emergency snow routes.

City ordinances require that “there shall be no parking on the emergency snow routes when there is more than two (2) inches of snowfall until the said routes have been cleared to the edges of the street.”

"Just like You" is the theme for Developmental Disabilities Awareness Month 2009

Governor M. Michael Rounds has declared March as Developmental Disabilities Awareness Month in South Dakota. South Dakota’s Developmental Disabilities (DD) Network and other related organizations will be celebrating DD Awareness Month, and invite you to consider the true meaning of this year’s theme, “Just like You”.

Statewide, and across the nation, organizations devoted to serving people with developmental disabilities are planning events in March to raise awareness of the many abilities people have, regardless of disability. “Just like You” encourages people to bring diversity to their communities by welcoming people with disabilities into local neighborhoods, workplaces, houses of worship, and schools.

"This is a time when our organizations focuses on encouraging the public to better understand people with developmental disabilities," said Arlene Poncelet, Executive Director of the South Dakota Council on Developmental Disabilities.

“During ‘DD Awareness Month, “we encourage people to learn more about the people in their communities who have developmental disabilities. For example, when you see a child who uses a wheelchair – see the child, not the disability. And when you see a man with a cognitive disability working at your local supermarket, see the man, not his disability,” stated Robert J. Kean, Executive Director for South Dakota Advocacy Services.

Judy Struck, Director of the Center for Disabilities at Sanford School of Medicine at USD, noted, “During March, Developmental Disabilities Awareness Month, get acquainted with someone who has a developmental disability. You’ll learn that they are Just Like You.”

The January 30, 2009 Utility Bill will come in a different form this month for Fort Pierre customers. Fort Pierre will send all utility customers a utility bill in a letter format that displays the normal current usage and charges for January 2009 along with usage history for the past twelve months. Look for this envelope in the mail on Saturday, February 1, 2009.

Additionally, the envelope will contain information on the utility rate increases in effect for 2009 along with an Account Update sheet. Please send in your payment and remittance advice as normal.

US Hwy. 83 Road Construction Traffic Changes in Fort Pierre

US Hwy 83 Road Construction Traffic Changes in Ft.Pierre

PIERRE, S.D. – Construction crews will begin the second phase of construction on US Hwy 83 in Ft.Pierre next week. The two southbound lanes of Hwy 83 from the south city limits to 2nd Avenue will close on Wednesday, August 20, weather permitting.

Traffic will be placed in the northbound half of the road during this next phase of work. Flaggers or a temporary traffic signal will control traffic in one northbound lane south of the BadRiverBridge during this phase of construction. Traffic will be head to head in the two northbound lanes north of the BadRiverBridge during this phase. Access to businesses and residences will be maintained. A 14 foot width restriction will remain in effect for the duration of the project.

The contractor will provide flaggers that will act as school crossing guards in two locations, one at the Main Avenue intersection north of the BadRiverBridge and one at the Park Avenue intersection south of the BadRiverBridge. These flaggers will assist children crossing the US Hwy 83 construction both before school begins in the morning and after school dismisses in the afternoon.

The work on this project involves replacing the existing asphalt surface with new concrete pavement north of the BadRiverBridge and new asphalt pavement south of the BadRiverBridge. It also involves constructing new curb and gutter, sidewalk, roadway lighting, traffic signals at Main Avenue, and grooved pavement marking tape.

Anderson Contractors Inc. of Ft.Pierre is the prime contractor. The expected completion date for the project is October 31, 2008.

Weekly project meetings are held each Thursday at 3:00 p.m. in the basement of the Stanley County Courthouse. These meetings are open to the public.

FORT PIERRE SWIMMING POOL CLOSED FOR SEASON

The Fort Pierre Swimming Pool closed for the season on Sunday, August 17, 2008 due to a lack of lifeguards to staff the pool and school starting August 21, 2008. The pool season was deemed a successful year with a record number of visitations and little or no maintenance issues. The City of Fort Pierre thanks everyone for their patronage during the summer.

Verendrye Monument National Historic Landmark rededication set

National Historic Landmark rededication set

PIERRE, S.D. – The South Dakota State Historical Society and the City of Fort Pierre will be holding a rededication ceremony for the Verendrye Monument National Historic Landmark. The rededication will take place on Thursday, May 15, at 5:30 pm at the Verendrye Monument in Fort Pierre.

The program will include remarks by Gov. M. Michael Rounds; Stephen Rogers, Architectural Historian for the National Park Service; Jay D. Vogt, Director of the South Dakota State Historical Society; Jason Haug, Director of Historic Preservation for the South Dakota State Historical Society; and representatives for United States Senators Tim Johnson and John Thune and Representative Stephanie Herseth Sandlin.

The rededication ceremony will recognize rehabilitation work recently completed at the site, made possible by funding from the South Dakota State Historical Society, Department of Tourism and State Development, the South Dakota Department of Transportation, and the City of Fort Pierre. Two new historic interpretive markers will also be unveiled as part of the South Dakota State Historic Preservation Office’s Central South Dakota Heritage Tourism Education Project, funded in part by a Preserve America grant, a contribution from the Dakota, Minnesota, and Eastern Railroad, and state funds.

In March of 1743, the Verendrye brothers placed a lead tablet on a hillside as evidence the region had been explored for France. The Verendrye journey was the first recorded visit of European people in the area. In February 1913, a group of local teenagers found the lead plate protruding from the ground on a shale hillside overlooking Fort Pierre.

DENR RECOGNIZES CITY OF FORT PIERRE PUBLIC WATER SYSTEM FOR DRINKING WATER COMPLIANCE

The South Dakota Department of Environment and Natural Resources (DENR) announced today that the City of Fort Pierre public water system and the system's certified operators have been awarded a drinking water certificate of Achievement Award. The award is for outstanding water system operations and environmental compliance with state drinking water standards for the past year.

The system's certified operators are Vernon Thorson, Carl Johnson, and Joey Montana.

The best bargain in South Dakota is reliable, high quality, safe water from your public drinking water systems - 24 hours per day - 7 days a week," said DENR Secretary Steve Pirner. "The managers adn operators receiving this DENR award guaranteed their water was safe by achieving 100% compliance with the Safe Drinking Water Act during 2007."

To qualify for the Drinking Water Certificate of Achievement Award, public water systems and their operators had to meet all of the following requirements for 2007:

compliance monitoring,

drinking water standards,

distribute a Drinking Water Report,

lead/copper actions levels, and

comply with operator certification requirements.

Fort Pierre's Sales and Use Tax Increases Sharply

Sales and Use Tax for the City of Fort Pierre increased sharply for the second straight year. General sales and use tax produced $815,023.00 in tax receipts for the General Fund, which is an increase of 14.90% over fiscal year 2006 receipts. The BBB sales and use tax remain essentially stable over 2006 receipts.

These tax receipts assist with paying for general fund expenses such as road improvements, police and fire protection, park maintenance, and operation of the swimming pool among other things. During the previous ten-year period, Fort Pierre's general fund sales and use tax receipts have experienced an increase of 8.75% annually.

If the current snowfall continues on February 11, 2008, the City of Fort Pierre will enact Emergency Snow Route ordinances that will require all vehicles to be removed from Emergency Snow Routes in the event that snow accumulation is more than 2 inches. Please remove your vehicle from the Emergency Snow Routes immediately. The city will give an update later in the day when city snow plows will begin snow removal.

TREE TRIMMING

The City of Fort Pierre has recently inspected all trees overhanging all roadways and sidewalks. If you have a tree with an orange ribbon on it, please trim it so nothing overhangs lower than 10 feet above all roadways or sidewalks. Once the trees have been trimmed, please remove the ribbon. After November 1, 2007, all trees that are not in compliance will be trimmed at the owner's expense. If you have any questions or concerns, please call the City of Fort Pierre office at 223-7690.

MOSQUITO SPRAYING AUG. 16 TO 19

The City of Fort Pierre will be fogging for mosquitos starting Thursday, August 16 around 8:00 pm until approximately midnight. Additionally, fogging will occur on Friday, Saturday, and Sunday evening. The fogger will reach one-half of the roadways on Thursday evening and one-half of the roadways on Friday evening then perform the same on Saturday and Sunday evenings.

FORT PIERRE SWIMMING POOL TO OPEN

The City of Fort Pierre Swimming Pool is expected to open Monday, May 28, 2007. The hours of operation are 12:30 p.m. to 5:00 p.m. and 6:00 p.m. to 8:00 p.m. on Monday to Friday. The pool will be open on Saturdays and Sundays from 12:30 pm to 5:00 pm.

A lifeguard will NOT be on duty in the wading pool, and adult supervision is required in the wading pool

Dan Myers Completes Merchant Job Training Program

Daniel Myers, an employee with the City of Fort Pierre, has successfully completed one of the most comprehensive training programs in the world for power line personnel. The Merchant Job Training and Safety Program is administered to line personnel in 38 states of the United States.

The academic program is administered through computers and fax machines for immediate response including assistance through a web site.

Daniel, and the support staff with The City of Fort Pierre, can be proud of their accomplishment. Each utility has an acting Training Coordinator assisting their Trainees by administering “closed book” testing. The coordinators manage their own people throughout the training process from rules set by the MJTS and the statewide association people.

Congratulations to Daniel, who can look forward to a very rewarding life long occupation.

FORT PIERRE CITY CLEANUP 2007

In an attempt to beautify the City of Fort Pierre, the City is sponsoring the CITY CLEAN-UP for Fort Pierre residents only. The emphasis is on beautifying exterior appearances. Containers will not be available for garbage. Local residents must place their material curbside no later than 8:00 am Monday morning, April 16, and the City will pick up the material during this week. No household garbage will be taken including trash, furniture, beds, etc. Secure items in such a manner to avoid blowing debris. All items left on the curbside must be left in piles separated by categories such as rubble, trash, metal (which includes white goods), and tree trimmings. If these items are not separated they will not be picked up. The City will not be taking any appliances with freon, batteries or tires. Special consideration will be given to the handicapped and elderly but call in advance.

DRINKING WATER CERTIFICATE OF ACHIEVEMENT AWARD

DENR RECOGNIZES CITY OF FORT PIERRE PUBLIC WATER SYSTEM FOR DRINKING WATER COMPLIANCE

The South Dakota Department of Environment and Natural Resources (DENR) announced today that the City of Fort Pierre public water system and the system’s certified operators have been awarded a Drinking Water Certificate of Achievement Award. The award is for outstanding water system operations and environmental compliance with state drinking water standards for the past year.

The system’s certified operators are Vern Thorson, Carl Johnson, and Joey Montana.

“Everyone in South Dakota who uses water from public drinking water systems expects that water to be safe and to meet all standards,” said DENR Secretary Steve Pirner. “DENR is proud to recognize those systems and operators who have achieved 100 percent compliance during the past year.”

To qualify for the Drinking Water Certificate of Achievement Award, systems and their operators had to meet all of the following requirements for 2006:

            * compliance monitoring

            * drinking water standards

SALES TAX REPORT FOR FISCAL YEAR 2006

Fort Pierre’s Sales and Use Tax receipts experienced a sharp increase in both the General and Third Penny Sales and Use Taxes during Fiscal Year 2006. The General Sales and Use Tax increased 13.15% in FY 2006 over the previous year while the BBB Sales and Use Tax increased 20.80% over the same period last year, according to David Page, City Finance Officer. Total General Sales Tax receipts equaled $709,393.72, and BBB Sales Tax receipts equaled $64,006.57.

Historically, Fort Pierre has witnessed an annualized increase of 9.64% increase in the General Sales and Use Tax since 1994. The BBB Sales and Use Tax has increased annually by approximately 13.14%. The General Sales and Use Tax traditionally funds the General Fund for purposes such as Public Safety, Street Maintenance and Repair, Park and Recreation, and Administrative areas. The BBB Sales and Use Tax is used exclusively for the promotion of the City of Fort Pierre.

Fort Pierre operates governmental functions on a modified accrual basis of accounting with sales tax receipts accrued to the month of purchase not disbursement by the State of South Dakota. For more information please call the city office at 223-7690.
