K-1 STREET NAMES AND NUMBERS
K-1-1 DEFINITIONS
For the purpose of this chapter, the following terms, phrases, words, and their derivations shall have the meaning given herein. When not inconsistent with the context, words used in the present tense include the future, words in the singular number include the plural number. The word “shall” is mandatory.
A. “Street” shall be any rectilinear public way running continuously in a north-south direction.
B. “Avenue” shall be any rectilinear public way running continuously in an east-west direction.
C. “Drive” shall be any curvilinear public way.
D. “Court” shall be any cul-de-sac or other permanently terminated public way.
E. “Lane” shall be any renamed alley.
F. “Plat” shall be a map or representation of a piece of land subdivided into lots, including streets, alleys, avenues, courts, drives, and lanes.

K-1-2 PURPOSE
The purpose of this chapter is to establish the City’s policy regarding the location, naming, and numbering procedure of streets, avenues, drives, courts, and lanes located in the City of Fort Pierre.

K-1-3 CITY PLACE NAMES
The map at Appendix A of this code is hereby adopted as the official map of city streets and place names.
Said map shall be revised as necessary to reflect changes in names accomplished by resolution or filing of plats.

K-1-4 SITE NUMBERS
Each building site, existing structure, new structure, or repartitioned structure shall be numbered according to the following rules:
A. The base axis for the address numbering system shall be Main Avenue North-South, and (U.S. Highway 83) East-West.
B. Beginning at the intersection of Main Avenue and U.S. Highway 83 (First Street), each block shall be numbered in consecutive hundredths place units beginning with 100 and shall continue infinitum according to the following directional sequence:
1. All address numbers within each block increase with the distance away from the base axis.
2. Building sites, existing structures, new structures or repartitioned structures lying on the north or east side of any street shall receive even valued place numbers within each block and shall begin with 02 and shall continue by 2’s until the end of said block, at increments of +/- fifty (50) feet, i.e. 102, 104, 106, and so on.
3. Building sites, existing structures, new structures, or repartitioned structures lying on the south or west side of any street shall receive odd valued place numbers, within each block and shall begin with 01 and shall continue by 2’s to the end of said block, at increments of +/- fifty (50) feet, i.e. 101, 103, 105, and so on.
4. In the case of blocks that are sufficiently greater in length than the norm, these blocks shall be divided numerically into two (2) blocks for numbering purposes.
5. Public ways designated as drives shall be numbered according to rules 1-4 of this section.
6. Cul-de-sacs shall be numbered according to rules 1-4 of this section. Cul-de-sacs that are wholly contained within one (1) block and are not the terminus of a street or drive shall be numbered so that no deviation in the number chain on the side that the cul-de-sac is located shall be created.
7. Dead-end streets shall be numbered according to rules 1-4 of this section, assuming that they will be continued at a future date.
8. Lanes shall be numbered according to rules 1-4 of this section, with the same place unit as the block within which it lies.
C. Exceptions to section B above are that Main Avenue, Second Avenue, Third Avenue, and Fourth Avenue east of U.S. Highway 83 shall start with 0 and not progress to 100 until east of Deadwood Street.

K-1-5 NUMBERS WITHIN STRUCTURES
A. Duplexes. Building address numbers shall be assigned to both units of a two (2) family home.
B. Row houses. A row-house or town-house development shall be treated similarly to the duplex where the units front on a public way. Where the units do not front on a public way they shall be treated as apartments.
C. Apartment buildings. Apartments buildings with one main entrance shall use the number assigned to the frontage interval opposite the entrance. If the building has more than one (1) main entrance fronting on a street, the number in line with each entrance should be used. The apartment units themselves should be numbered consecutively throughout the development.
D. Apartment building complexes. An apartment building or a cluster of buildings with several entrances off a common courtyard, driveway, or walk should use the address number in line with the courtyard, drive, or walk. The apartment units within shall be numbered consecutively throughout the development.
E. Mobile home courts. Mobile home courts shall be treated similarly to apartment buildings. The individual units shall be numbered consecutively. If a mobile home court is fronting a named street, each mobile home in the court shall be addressed as if it was a single family housing lot.

K-1-6 PUBLIC WAY DESIGNATION
The City of Fort Pierre established the following type prefixes for all public ways existing and those that may be built in the future, as follows:
A. A street shall be any rectilinear public way running continuously in a north-south direction.
B. An avenue shall be any rectilinear public way running continuously in an east-west direction.
C. A drive shall be any curvilinear public way.
D. A court shall be any cul-de-sac or other permanently terminated public way.
E. A lane shall be any renamed alley.

K-1-7 CHANGE OF NAME
Public ways may be renamed only by ordinance or approved plat. No public way shall be given a name similar either in sound or spelling to that of any existing name.

K-1-8 ASSIGNMENT OF NUMBERS
It shall be the duty of the owner of the property upon which any building or structure shall be located to place upon said structure or upon the property, in a manner clearly visible from the street, the numbering for said property or structure as established by the City. The establishment of said numbers shall be as follows:
A. In the event the owner of said property fails to install or display the numbers as above required, the City shall first notify said owner of the numbers assigned to that particular piece of property. Said owner shall then, within ten (10) days after mailing of said notice establish, construct, or erect said numbers as to the designated property.
B. In the further event that said owner shall fail to comply with said notice as above provided, said owner who violates this ordinance shall be punished pursuant to chapter T.
C. In the alternative, the City may choose not to prosecute as above set forth, but may choose to construct and display said numbers assigned on the owners property, and all costs relating to such action shall be taxed and constitute a lien upon said property.
D. That upon the construction and display of said lettering by the City on the owner’s property, the City shall file with the Register of Deeds such lien setting forth the description of the property, the actions taken, the cost of the construction and display of said lettering, together with the date said work was performed, and the owner’s name. Said notice of lien shall further be forwarded to said owner by certified mail at his last known address.
E. Thirty (30) days after filing said lien as above provided, said lien shall draw interest at the rate of twelve percent (12%) per annum until fully paid or discharged and shall constitute a lien upon said property.
